I noticed increase in tier & quality about 2 weeks ago or so, got a leg & some mags. Quality got back to normal last week but tier buff still remains, got force shield & phase superiors recently.

I wouldn't say equipment drops in REs got nerfed, I've gotten plenty of Magnificents and a few Legendaries since the new patch was introduced.

The downside is that the overwhelming majority of the Magnificents was prefix-less.

I don't want to brag, but recently I've had some pretty good equipment drops. I guess as usual, your mileage may vary in a small sample size.
