oh I've got an idea
some other games charge "rent" for storing equips between play sessions. it reflects the cost to the server of storing all those equips, even if you never log in again. that cost may be low, but it's not zero.
you could let people keep gear that's in equipment sets for free, and charge rent per day for the rest. presto, new hath perks increase the free limit, or reduce the rent but don't eliminate it.
and all those inactive accounts with 998 equips that have to be stored forever anyway? down to 21 - 49, or 0 if they didn't re-equip after the patch.

I don't think ~3 weeks are long enough to be considered as always.. In pre 0.82, you can't use an item in battle unless it was previously equipped. Perhaps you refer to ancient times. Nevertheless, it may be considered a bug as it's probably an unintended tiny flaw, I guess Tenbo hasn't even noticed it.

It's not zero, but is it a high enough cost to be worth thinking about - and is it worth the player happiness of yet another annoying credit sink? A question I do not know the answer to. A less heavy-handed solution that fixes the database problem without interfering with legitimate active players would be to periodically (every few months) prune trash from inactives, such as wiping Exquisite and lower for players who haven't logged in in some number of months, without requiring a whole new storage system. How about a couple of hath perks to improve magic procs? Two that I have in mind are
1) Improve explosion damage so that it's actually meaningful;
2) improve proc status effects. For example, Freezing Limbs slows monsters down by 12.5%, 15%, or perhaps even 20%. Though I'd imagine that it'd be difficult not to make some procs overpowered.

Got my first Superior from an arena!! Things are looking up.
Is Chenboro still looking for hath perks? Here's one: make a perk that eliminatesreduces resists. I'm sure there's another way to nerf mages without making them feel terrible to play. I'd rather have reduced damage across the board with bonus center target damage brought back than seeing 75% RESISTED over and over (and that's on top of ridiculous mits).
