Yep, my laptop uses Intel i9-13900HX, maybe Win 10 isn't very suitable for the CPU that have P-core and E-core and even Win 7 can't be install in those computers have that kind of CPU.
Win 11 is big little aware, so it can try to avoid the latency problems the 13900k can have.
Win 10 will have a slightly higher max frame rate but more likely to run into the latency issues.
Depends what workload or games you are playing.
When people are streaming / Chatting and gaming they can run into the latency problems even in Win 11 or if they are doing high threaded productivity work or rendering the latency can spike up.
10900k is more responsive but less powerful than the 13900k in those situations.
Win 10 you can manually adjust the affinity for p or e cores but its more involved. Some games prefer windows 10.
On a laptop Win 11 will do better but a desktop with the right power settings and core affinity will virtually be the same.
