Windows 10, although does the Linux Subsystem count?
Hardly; you have none of the hardware access you get with a proper linux kernel.
For instance, i can raw-write to the backlight register of my GPU to turn off my laptop's backlight while leaving the machine running and logged in with the lid open. I have that bound to trigger on an ACPI event which triggers whenever I hit my laptop's "ThinkVantage" button (it's an old thinkpad) or fn+space (the 'magnifier' ACPI event on my machine).
And I can use my video capture USB stick under Linux; the last version with drivers
officially supplied/supported by the seller (Roxio) drivers was Windows Vista. The Vista drivers worked in 7, but BSOD'd on 8, and the Windows 8 drivers I found after looking for about eight hours were actually meant for a different company's device that happened to use the same chipset. There are no Windows 10 drivers for it (or at least, I've come to that conclusion after looking for about 8 hours). I've not tried the Windows 8 drivers on 10 to see if they'll work, though, on account of not using Windows 10 for anything, ever, for any reason.
Also my sound card's last windows drivers were for 7; the card is still perfectly adequate today though and works under Linux.
