Yes there is. All the old ranges have been changed (some increased, some decreased), including the old Pmax values. For most of the time, they are now higher. Just the fact is, now Legendaries can also roll Pmax.

Semantics basically. Roll range was increased, and Legendary can roll Pmax, so technically there is no longer a distinct, Peerless-only stat range.
