But I know it's because we didn't play enough.
I normally play a few arenas a day plus some REs.

Define: play enough.
I clear all arenas on PFUDOR (only SG arenas on hard difficulty), do RE, do abit of grindfest too.

He plays tons a day and even he get a lot of legendaries but you know most of them are junks.
Some ppl only do just REs and they could get a good leg drop. So don't worry to much about it those just up to RNG.
