Well if you do all RE, the legs will come every 2-3 days, usually in succession. (I also got a burst of 3 legs 2 days ago)
Normally I got average and sup most of the time.
I suspect Arena to behave somewhat similarly, spitting out 3 successively after you've done 50 of them xD

I've been doing Random Encounters pretty regularly, enough that I have 40 Soul Fragments already. The best Random Encounter drop so far was a magnificent; everything else has been of lesser-quality. I've only gotten one legendary since the patch, and it was from a regular drop in one of the arenas.
