Don't think it's worth much, sorry. Tempestuous = +Wind, Surtr = +Fire. You usually want matching damage types for Prefix and Suffix (Since they both boost spell damage for that type). "Destruction" Suffix that boosts all damage seems to be what you usually want to look for with most staffs since the Prefix can be anything and work with it. Oak can't get Destruction though, only Heimdall, so you have to hope for a Hallowed Prefix.
I checked the last auction and even matching sets for a Legendary staffs don't always sell that well (Or at all), so you shouldn't expect that to even make the auction minimum. You can learn a lot by checking the auction results here:

With staffs, they show Magic Damage Bonus (MDB) and Elemental Damage Bonus (EDB). Well, you can see how things played out there. Low scores for MDB, non matching sets, stuff without damage bonuses, all that stuff failed or barely made minimum. Stuff that sells well is Peerless stuff and stuff with matching damage/high MDB, lol. MDB of 20-30% going for 50k and 70-85% going for over a million shows how discerning people are with their Legendaries, lol.
