I swear I haven't even been playing much but I'm dropping leges suddenly every third or fourth random encounter.

Good prefix and suffix for elec mage. But the most important roll, EDB, is very low (8%)
Considering the level and the edb roll, it's a good item for a beginner mage. Can be sold or auctioned, but won't go for a super high price.

Personally I would consider abby's auction for an item like this, since it lasts longer and the item rolls over to the next auction (so beginners have more time to see it). But this is my personal opinion, not a fact.
