I also dropped 3 Peerless in couple weeks with no Legendary in between, but in my lifetime I have never dropped a 4th Peerless. I suspect this game's random number generator has some quirks.

Hot dang, those equipment ID's are only +8 equipments apart, and that is like for everybody playing the game and all crap like superior, average, etc. That means you literally dropped or shrined those two Peerless immediately after the other (not even like me, who dropped multiple Peerless in a row but that's just considering no legendaries in between so my equip IDs were still somewhat apart).
