I'm playing 1H melee style, the wiki advised to use Buckler or Force Shield. But I guess this Legendary is an exception to the rule?

it's fine for self-use due to a bunch of L-tier stats, but you may want to switch to something else as you level up.

note that that block is equivalent to 100% E-tier / 50% M-tier block of a force shield, which is why wiki advises to use those
