I have got 136 staves and 50 cloths.

Almost all kind of staves are in my inventory.
PDWD, PTWD, PSWD, PAWD, PFWD, PSRD, PARD, PFRD... except for any hallowed stick.

As lestion said, the chance of getting a PHOH is very low, and my holy proficiency is already maxed out, and now I play a dark mage.

So I want charged fenrir or demon-fiend, but other radiant/charged gear is good for collecting.

But, the result is...
* I think the chance of each phase prefix is
Ruby/Cobalt/Amber/Jade = 0.12
Zircon/Onyx = 0.1
Charged/Frugal = 0.1
Radiant/Mystic = 0.06

Pretty unlucky, I think.

What is the chance of cotton/phase. One year ago, Tim Duncan told me that the chance of phase is between 25% to 40%, and a high tier(like tier 8-Iron Heart) shrine at snowflake turn would increase the chance of phase up to 40%, is this real?

That sounds about right, yeah. sssss2's data has it at a roughly 25% chance for legendary drops, but the chance is affected by the quality roll (with the only modifiers to this being Luck of the Draw, and the quality point on trophies). Higher tier trophies have higher quality points, so phase chance is better.

The quality on a peerless is unknown due to data amounts being too small - it looks like it's up to 50% chance of phase from what I've seen.
