Other way around, there are far fewer staffs and the best ones are weighted towards the top end of that. sssss2 has just been extremely unlucky not getting a HOH, or even any of the good katalox staffs.

There are far, far more cloth possiblities. The chance of anything good is somewhat similar, but the chance of it being from your element are low as hell... and then we've got to think about each slot, too...

For sssss2 it probably doesn't matter in the end whether staff or cloth has more favorable snowflake odds, because even after he gets PHOH he may start to snowflake clothes, so has just switched the order.
