It's peerless. Peerless fetishism overrides everything else.

Very few people care about small upgrades in legendary to legendary because the forging cost is prohibitive for 99% of players. And those who don't care about the forge costs generally have their peerless staff already.

Although high-end HOHs would still be worth a fuckload.
