The equip calc spreadsheet really opened my eyes when I tried making everything: Legendary, Generated, Min scores, Fully Forged. There's definitely room for error but I think the spreadsheet uses the right formulas.

Assuming the formulas are right, the base stats of fully upgraded Legendary item stats* mean less.
Stats that cannot be upgraded like attack/cast speeds and critical damages are targets.
The prefix and suffix of equipment has the biggest impact on your stats. Of course, ADB/MDB and EDB matter a lot too.
Fully upgraded phase takes a lot of Crystallized Phazons though. At least you could save on a cheaper Legendary and used the saved money for the Phazons?

This is a dangerous assumption to make based on simply the stat sheet; the way it affects damage in reality is more complicated (not to mention non-damage stats that are harder to model). EDB, int and wis are still the most valuable weights - crit means relatively little due to the way it's layered. Evade is pretty important. MDB and cast speed have very low variance and don't mean a lot.
