Actually, luck of the draw doesn't affect that!

What luck of the draw does is increases the chance of rare type equipment (ie, phase/shade/power instead of cotton/leather/plate) and higher quality consumables (elixir>potion>draught).

Item quality (peerless, legendary, magnificent etc) are unaffected. Weapons also have no rare types, though shields do (force).
