Yes and no.
Arena, RoB, monster drops and trophy shrining all work with the same system that is not divided by tiers (contrarily to what the wiki implies), but that uses numbers that represent the likelihood of dropping something good. That number is influenced by the difficulty setting and the challenge for the arena for arena and RoB clear bonus, by the difficulty only for the monster drops, and by the trophy type for trophy shrining.
The wiki is indicating tiers only to give players a rough idea of what they are likely to drop with given challenges / trophies, without entering the technical details I've just stated and that actually aren't much useful to know / determine.
But then, if someone got a Peerless as FSM RoB bonus... no it's just overly outrageous luck, not the RoB having better drops. FSM RoB bonus is roughly equivalent to the 1st SG arena bonus (or TT), which corresponds to a T7 bonus in the wiki.
