I see even a lot of high level players keep the less desirable elemental strikes. Why not reforge and try again? Does it not work to change the strike, or do players just not want to put the investment in?

earning the proper IW is long and tedious. earning the proper strike is a matter of luck on top of that. not worth it, imo.

My thinking (and personal plan) is that for ethereal weapons it might be feasible to accept a slightly worse IW and continue, get to the strike, and reset if you don't like it. The effort might be less if you don't require perfection before the strike; 5 shards isn't so bad if you aren't spending a lot beyond that.

Also I have been wondering if dark/holy strike aren't slightly more common than the others, based on looking at other players' weapons (of course this could be the result of players resetting the strike). From what I read, there used to be soul strike, which became dark/holy strike...which could in turn cause dark/holy strike to be slightly more common than expected. It's maybe even possible that dark/holy strike retain a higher acquisition chance than the other elements.

According to the wiki, ethereal weapons are supposed to drop 3 times more often than each element (I am assuming this was when soul strike existed) but does it still work that way? I feel that my ethereals drop equally rarely as each element (this is for crap but still)...

Eh, while indeed maces can provide safety, without bleed or PA mace damage potential is abyssmal. That's why other than of slaughter, maces are useless.
