I don't have any particular request for whether soulbound scales to viewer or owner, as Sapo pointed out it could be more consistent the way it is. It's just not what you would expect. If a weapon is level unassigned and tradeable, I might want it, so I want to see its stats scale to my level. If a weapon is soulbound, I can't get it, so it makes more sense to see what the owner is getting out of it. It also helps giving advice to the owner more directly, such as to buimon here.
Peerless equipment is slightly different because you could see it in a lottery, and also you might hope to own an identical copy yourself one day. There is more chance I would get a Peerless Demonic Rapier of Balance than another Legendary Demonic Rapier of Balance with the same stats as buimon. Well, there's some advantage to seeing peerless scale to the owner as well. A lot of powerful peerless are soulbound to level 500 players and displayed in their signature.
