I think it didn't change at all, and was like that from the very start. And I wish it was like you described ("any monster from 3 to 10 would be damaged"). If there were 7 monsters or less, all would have been targeted by your T2 regardless of what target you chose (and everything is fine). But when there are more monsters that the number of targets your spell can hit, your spell will center around the monster you target (or something like that, the effect is lesser if the number of monsters is close to the number of targets your spell can hit I think) unless you cast it on one of the first monsters rather than one of the last (in your example, if you targeted one of the first 3 monsters, your T2 would hit the first 7 monsters as expected, whereas targeting one of the 3 last would make you hit less targets). It's weird like that, and probably a programming oversight. This applies for any multitarget attack/spell (2H/Niten attack/skills, offensive spells, 3-target deprecating spells, etc.). it's always been like this. targeting for 5 monsters is different than targeting for 6+ monsters. you're just new to maging. but you still wrote a script for maging.... Don't play mage until 450, thats literally point that was set where mages break even after the resist changes.
You can pwn pretty hard with 1H + Shield until then.

It always works as today's way and never changed. It is because of a technological problem the boss mentioned somewhere. So there is no any buff or nerf involved.
