If you allow webm in the galleries at all, you'll get people splitting and uploading entire movies, and you'll need policies to deal with it, like only allowing footage with sexual content, and only up to x seconds of "gap" footage before, between or after sex acts. Noncomplying galleries get expunged as usual and the uploader gets warned or banned. It would work just as well with audio. Number of minutes of video a user can upload per week could be a function of mod power, at least initially.
As for screamers, they can be tagged and expunged. Sound can be muted by default in galleries newer than a certain number of days; then people with weak nerves have no grounds to complain if they click to enable sound on a clip and go blundering through with their headphones on high. If people are really so worried about it, sound can stay muted by default on a gallery until enough upvotes have been put into a "screened" tag.
If sound can make shock clips significantly more effective, then it probably can make desirable content significantly more desirable as well.
A chan with a 1-3 day retention time for most posts and indifferent moderation is going to have different problems than a well-curated archive.
