It need some luck (or a lot of accounts) to become an admiral. Some people said that the same account (that failed one) will have less and less chance to become an admire in the future.

I see. Maybe that's why the official announce says that the browser cache should be cleared before you draw.

Afaik, no private server until now. We can ask 10B to implement HV that it can show customized picture on each monster you make, and it would become HV collection.

No private servers for Kancolle afaik. Try convincing Kadokawa Games to expand their little free game outside DMM and either it falls into deaf ears or it goes horribly right to become the next free-to-play game turns free-to-pay-for-everything game.
