2 - get a full set of gear, but do not know what is good
3 - get a full set of gear, and know what is efficient
4 - get a single gear to upgrade their existing gear.

For people who keep doing 2 and 3 every 2 weeks in all of the free shops, they are also in the group 1.
Group 2 should be the majority here, excluding the group 1. Group 3 is not newbie but at least their account is new, and the staff in this FS need to follow rule, so.....
Group 4 can be an advance player but can also be a completely newbie. It depended on which gear they asked for. Experienced players can tell which Exq gear is better than most of the Leg gear. Newbie probably can't.

IMO, in term of number: 1 >> 2 > 3 > 4

is it not necessarily just the suffix of items?
such that Leg > Mag > Exq > Sup
