And just a little question, if requesters are between 0~250, how can they fulfill the level requirement of the equipment over 250 in part 1 and 2?

cybort, you can use Soul Fragments from Random Encounters to soulfuse the equipment down to your level. Or you can just receive the equipment early and wait until your level becomes high enough.
