It means that none of the equipments in the matching cell are accepted.

If I take the very first line as an example, it means that Superior Axes with no prefix aren't accepted at all. If I take the second line, it means that none of the Superior *element prefix* Axe are accepted between Lvl201 nd Lvl350, while the orange cell on the left means they are accepted only if they have the slaughter suffix (Superior *element prefix* Axe of Slaughter). If I take the 3rd line of the Exquisite tables, it means that none of the Exquisite Ethereal Axes are accepted between Lvl301 and Lvl350.
