You formatted it oddly, so that it can be easily read as Lv 101-256. You should really just write at the top in bold that all of the equipment is for levels <101, and get rid of the 101s in front of every piece of equipment. Then you wouldn't get so many mistaken requests.
EDIT: to clarify, the number that you've assigned each piece of equipment looks like the max level you can be to claim it.
I never had that problem, but I can see how that could happen. What about instead of naming the lists LIST PART 1/2/3 you call them For lvl<xx Part1/2/... (with xx=101 or 301) and just number the items
You'd get something like
FOR LVL <101 (part __) (title)
1-Exq. Phase of whatever (Unassigned)
2-Mag. Power of something (Unassigned)
And so on
FOR LVL<301 (part __) (title)
1-Mag. equip of whatnot (lvl)
2-Leg. equip of anything (lvl)
And you might say the numbering will make it hard to sort the equips (because two equips will be numbered the same). You can fix it by making the lvl <301 list start from 1000 for instance or just use the lvl to distinguish both (anything unassigned is lvl<101 and they're supposed to add that part in their request)
