For HP at least, it looks like the "base" amount includes equipment + aura bonuses, and it always rounds up.
With no points in Health Tank:

1138HP -> 57 points/tick
1143HP -> 58 points/tick

Yea, base always includes the primary bonuses giving to you by equipment. The current Calculator already takes those into account when calculating base.
