You can't soulfuse until your level is equal to the level of the weapon minus 100, so you can't soulfuse this weapon before level 273.
The cost in Soul Fragments of soulfusing is base cost (for Magnificent 500) + 2% for every level of difference, so if you're 100 levels less than the weapon it's 1500 soul frags.
