As I've written before, there should be a cooldown for winners so others have an opportunity to win. If you win the grand prize, then a week. 5 days if you win GP. Then, you won't have a lot of the same winners each time.

There should be cap, but a reasonable one, to how many tickets you can buy each day. 10k, 50k? Whatever.

The Lottery is created to solve the GP sink not to guarantee the well-being of poor.
