For Australians in 2017 they changed a lot of rules around permanently departing / becoming a non-citizen.

When you become a non-citizen non-resident they calculate the value of all assets at current market value and charge you capital gains tax.

If you don't pay the tax on your Super / 401k then they can claim it all. You also can not liquidate it until retirement age even if you leave the country.
