Putting aside the fact that legendaries always has prefix, why is imperil the main factor of mage switching? I do play mage when RE to get proficiency, and it feels survivability is a bigger issue than damage. And at least for my current wallet, 0-5 upgrades on phases doesn't sound dirt-cheap to me.
To clarify one thing: Legendary/Peerless equipment is not the goal, but the
mean. Lvl500 players need such high quality equipment to even be able to play, due to the extreme toughness of monsters. But the problem is: even when playing at PFUDOR difficulty, dropping the appropriate equipment requires insane luck. Or dropping anything remotely sellable. For instance, most Lvl500 players salvage 95-98% of their Legendary drops simply because they're worthless.
Besides mage equipment that are still worth something while Legendary, or perhaps Savage Power of Slaughter/Savage Shade of the Shadowdancer, everything else needs to be of Peerless quality for a Lvl500 player for it to be worth anything or even usable.
As for a matter of mage survival: playing mage requires heavily upgraded Legendary gear to be decently playable and powerful. Else you have a clear lack of firepower that could make up for the lack of defense.

Well, you may be right, his wording was "will they get at least a few hundred k or just an auto scrap?" so I thought if I offer some hundred k he will consider selling it to me instead of scrapping. It is neither soulfused nor scrapped yet.

Forget what BWS said. Getting Legendary drops at Lvl100 is mostly insane luck, even if the player knows exactly what he's doing and is able to play at an extremely difficulty. In which case his XP multiplier will be so high that he'll get a lot of levels by the time he does drop a Legendary. Unless the Lvl100 player shrines his Christmas trophies and gets excellent luck too, but that's really not worth the hassle.
Because there is another issue: even if a low level Legendary does exist, none of the players of the same level is really ready to throw more than a few hundreds of credits for it. Even worse: if the player has even more luck, he'll drop a Legendary that higher level players will consider using, and they'd be ready to pay millions of credits for it. Which in the end means that no low level player will even use such an equipment.
Overall, Legendary gear is just not cut for low level players, unless it's really a very crappy Legendary (terrible prefix and suffix) which only redeeming qualities are his raw stats.
