Hmm to elaborate, if the game tries to balance and pick a PL first, then the average PL should never change (it appears to be the same between sssss2 and lestion data) and in particular monsters in the 1300~1350 range would forever make up about 0.7% of appearances.
But with there being 400 total existing monsters in the 1300~1350 range at the time of sssss2 data, and maybe 600 total now for lestion data (because of Petal_Kiss) that would reduce the chances of meeting your one particular monster.

I wonder if elemental performance comparisons have been altered by Petal_Kiss. If he suddenly made 200 high-level monsters of all the same species he could skew it.
sssss2 and I provided our results in rather different formats, his did not include an average PLVL and because of the way he did present his results, I can only use it to give a vaguely comparable figure (since monster PLVLs are bunched together into bands of 50, in his results).
Acknowledging this inaccuracy, we can still calculate a rough average from his data: ~1699 average by appearances ((level * appearance rate) / total appearances) and ~1507 average monster plvl ((PLVL * count) / count).
My data showed 1739 by appearances and 1546 by monster, and even accounting for the inaccuracy of ranges of 50, I would still expect there to not be that much variance. In other words, the PLVL average has likely risen considerably in just two months.
The monster selection formula is stated to trend towards your upper limit; eventually, you can expect the low end to be cut off almost altogether.
For example - how often do you see sub-level 1000 monsters? 900s used to make up a considerable amount of appearances... a long time ago. Now, the lowest I recorded was 1024, and that may have been an outdated scan (the same monster is now in the db at 1493 less than 2 weeks later) - next lowest after that was 1104, and after that, 1168.
This was from 20 grindfests - if they were going to appear, I would expect at least one by then. It is reasonable to assume there is a low-end cutoff that also rises along with the average player monster level.
