Actually I think that a lolibaba and a midget are two different things. If I remember correctly the first is supposed to be a woman that is already an adult but still looks like a little girl (maybe due to their genes or rare illness like panhypopituitarism or highlander syndrome), and the second term is the common name of a medical condition (Dwarfism ), people that suffer said medical condition doesn't look younger, they are just short of stature (some variations also present disproportion of legs, arms or torso etc.).

The answer is: No.

The criterion of lolibaba is
1. she looks like a loli
2. she can't age or she got youthfulness
3. she thinks she herself is aged (mentally) and can speak as the aged do

Without 1, she's not a "loli". Without 2, she's just a "Noja-loli".
And because of 3, Japanese seldom call Remilia Scarlet (age: 500) a lolibaba.
Most of Japanese think she's just a loli. Fran? NEVER.
But in some case Suwako can be a lolibaba.

So dwarven characters might be called midget, but it doesn't mean she's a lolibaba.

A legal loli is a word for a woman looks like a loli but (usually) don't speaks as the aged do.
Komoe Tsukuyomi is typical. She is a legal loli but is NOT a lolibaba.

Surely a lolibaba is sometimes called a legal loli. But they're slightly different, I think.
The problem is her inner self.
