Case 2) may have the solution: tell the commissioner to equip it to level it since he'll be using it anyway.

aye. collectors can be finicky at times. someone wants IW, someone not...

personally i like for my items to be as vanilla as possible - which means not bound, not forged, not IWed - even if at times you cannot be too picky. still, IW is the least problem, since it can be erased with 70k at most...
