Upgrades and enchantments has a fixed order.

Look into the mitigations list, Cold +4.00 is last as it was unlocked last.
My shield has the same type of potencies but different order.

Let me see, that is the reason why it took me so long to answer Grindfest you know, and your are right a Ruby of Foreskin. I just dont know how much you did forge your stuff. I have 14, 13, 13, 14, 27 at my armor as far as mitigations go. Yeah, i know. But even with 80 monster is just dont get any actuators from them.
