The cup size is always strictly correlated to the other body size.
Especially butt shape and width, shoulders width and height.
It's all subjective of course.

I prefer smaller ones but I still appreciate big ones in certain types of bodies.
I usually appreciate when the hips size is slightly higher than the breast size (2 or 3 cm, not more). Waist always between 2/3 or 3/4 of breast.
And that of course brings to the fact that beyond a certain cup size, unless the girl is uber-tall, it will get bad as it would imply obesity, and I'm not into that SSSBBBWWWWW stuff (IMG:[invalid] style_emoticons/default/duck.gif)
On the other hand it makes very hard to a loli-like figure to look good with a very big chest. With exceptions of course, within the limits of the physique (IMG:[invalid] style_emoticons/default/biggrin.gif)
