Doing it that way doesn't ensure that your monster's stats are focused on what ones are important and what ones are useless. Hence for the same PL some monsters of the same race will perform way better than others, simply because the owner invested in the good stats.
It just gets really expensive to fine tune.
With Tokens... oh wow.. It takes
11,441 tokens just to open up all the slots.
And that should be anyone's first goal.
At accumulating 10 tokens a day, with 130 monsters active, my spreadsheet has me completing on 22 July 2019.

Fine Tune with crystal packs??.. Gasp!
I've attempted it twice to set the packs up to tune, and both times I started with...
Not making this up...
Literally.... Over 1 "thousand" crystal packs... both times.
HatH prices would need to stay over 7k with my placing of 4th in HatH list... just to consider tuning with packs.
And of course, my selling that many HatH would guarantee prices below 3k.
And Crystal pack price would skyrocket to over 60k a pack.
I now just go down the line, and keep them all Crystal even and gradually build to PL1145.
And with Tokens, all monsters past #51 are token-less until I reach Monster #200.
