Yes, that's what I did now, turn on when I am going to send the equipment.

Since equipment IDs are assigned sequentially, without the requirement to know the key you could write a script to walk through every piece of equipment ever generated and see whether it still existed, what it was, and who had it. Presumably this isn't wanted.

That might be part of it, but the number of mag/leg drops when sampling all equipment dropped after the patch and the same number (equipment-id wise) before the patch does show the 20%-ish disparity. It's basically because a minor logic change made when the Fine tier was removed caused a small shift in the actual tier quality entry points, which will be fixed.

There should be a second lottery, one for armor as well. So, a weapon lottery and an armor lottery both on the same day. I'd say you can only bid on one of them per day, but that would "encourage multi-accounting", so it wouldn't work. It'd just be an extra GP sink really.
