That's a drop rate modifier, not an equipment rate modifier, and the change was because monster PLs would increase by a lot at the high end.
One would have to have been facing monsters of an average pre-patch PL high enough that the monster bonus would be higher than the overall increase in drop rate to actually see a decrease in drop rate. There were only a handful of monsters that high before the patch, so it's literally impossible.
Is either this or the old one boosted by scav?
Does monster PL rate modifier effect the crystal drop rate in grindfest?
Just trying to nail this all out so the player can stop complaining
Drop Rates:
It appears max drop rate now is 27.5%, 12.5% from base (max scav), 15% from monster bonus. This starts at PL 1250
This was possible @ monster PL 850 pre-patch.
Power Levels:
Average PL gleaned from a players data base and weighted samples in the current patch: ~850, but very low PL monsters can be seen (ie no spirit bar or possibly not given a spirit attack, need that verified.)
Average PL Pre-Patch was around 700-800, and it was extremely rare to see monsters below 500, and there was a PL1000 mob in almost every round.
Below is assuming max scav
Average:
Pre-Patch: ~750: 12.5% bonus, 22.5% total
Post-Patch: ~850: 7.0% bonus, 19.5% total
Looking at PL1000 mobs:
Pre-patch: 25% bonus, 35.0% total
Post-Patch:10% bonus, 22.5% total

Pre-Patch: 50.05% bonus, 60.05% total
Post-Patch: 15.0% bonus, 27.5% total
not taken into account: anything not mentioned, and pl-adjustments.
