I see two solutions.
Option 1: Increase the duration. instead of 15% x20, make it 5% x 60 (or x80, or x100).
Option 2: Allow elixirs to overheal like soul stones used to be able to do for overcharge. Say you used a mana elixir, you could end up with 2500 / 1450 mana instead of capping at 1450/1450 and wasting 1050 mana regen.
Option 1 is preferable, but only if they drop outside of the shrine and more frequently than pre-patch. Getting them out of the shrine is a must no matter what, as well as upping the number of crystals. Artifacts deserve to be rewarded better.
For me, the Heath Pot is a useful supplement on long slogs when shitty Regen is not enough and Cure is not mana-economical. I only use them for that and also to break out of the cool-down china syndrome of SoL-Cure-SoL that causes you to die. So I would welcome a Health Pot that lasted for 100 turns.
