I've once made such a calculation:
Assuming you're pre-patch. Raising a monster's PL to around 350 would require some 2000 crystals of each type, which gives a total of 26000 crystals. If I buy them from other players, it would cost around 260k credits. Now, a PL 350 monster has a 10% chance to give high-grade material. It means you're going to get ~120k worthy of materials each month (assuming you don't put in any chaos tokens). From my experience, I'm getting 1 gift per day from PL ~330 monsters. So it means I can get back my investment in 2-months time.
And note that you can repeat that on any number of monsters, provided that you have that much credits (260k for each monster).
That's what separate it from those loot-training. You may recover your credits input, but can you do so in 2-months time?
Limiting number of monsters per player won't help if the above calculation's good enough. In fact, that will only encourage people to make more accounts. And TBH, those abusing the PL25 before the patch very probably won't be those players who're actually lv. 25...

There's more players who want to pay to power-level. Besides, Tenboro's not selling legendary equips, so hard-core players don't give him that much benefits.
As for starting from shit-bottom, I won't suggest that if there's a team making HV. But there's only one Tenboro and he can't do everything. You also notice that whenever Skillchip's calculating benefit/cost, he's willing to listen, right? He just don't have enough time for all those testings, unfortunately. So letting the players to real-test that might be the best option here.
As for forging, I can't give you a concrete figure now as we still don't understand all the mechanics. He might think that forging's too OP as many of the stats are now in log scale, while in reality the effect maybe more complex than he thought.

There's only 2 spell you can't get till 250 before the patch. Most of the useful ones are available before lv. 100. (e.g. weaken, haste, protection).

Raising credits cost per galleries will be difficult as it's affecting casual players rather than core players. They're getting credits from arena clearing cost, which isn't a large portion of core player's daily earning before the patch.
As for bounties, it depends. I think it's a big cycle which may or may not affect bounties, depending on how much people are willing to spend vs how much people charge.
And I don't know why. It seems like he's putting multiple conceptional changes on mages while all of them are hurting players. I think maybe he has underestimated the multiplicative effect on nerfs.
