Then it probably appears at a higher level...?
Nope.

Is probably your deprecating proficiency which needs raising. Wiki currently has "110?" as a possible amount necessary. Mine is at 127 and I have it.
Nope.
QUOTE(Colman @ May 22 2013, 21:16)

I currently have 71.85 deprecating proficiency and also having silence. I think it is more likely tie to level rather than proficiency.
Nope.
I have Silence now (and Imperil!), which just
randomly showed up in my spells list. My current deprecating proficiency is at 49.88 (and I'm sure it was lower before I randomly got Silence and Imperil, since I had no good debuffs to spam other than weaken) and I'm at level 133 (and was a few levels lower when those spells showed up). I don't know wtf is going on with the spells and how they show up, but this shit really needs some hard defining rules. Clearly they don't seem to have a level limit, since a level 160 (aod91) didn't/doesn't have it. And it can't be the wiki's
guess at 110 deprecating proficiency since Colman and I both have Silence with lower than the stated required proficiency.
It's possible that Tenboro is changing the values and requirements for spells on the fly, but it could also just be really wacky bugs. But as I said before, we really need some well defined rules (maybe even a whole fucking page in H-V dedicated to skills/spells so we can see what we have and how far we are in terms of levels/proficiency from getting it on a personal level and at any time), as the current no info system is extremely frustrating.
