Yes it is because it is a potency. I think it was in the 0.74 patch that there was a change stating that potencies cannot be upgraded in the forge (please someone correct me if I'm talking bullshit).

Yup. It was actually related to fixing the bug where you could get a second Strike effect, but then again, it wasn't really intended in the first place.

The reason for the change was Skillchip getting hacked, and losing a decent amount of his money/hath/equips/materials/trophies/everything. When you log in form a different IP is one of the most likely conditions. For example if "you" log in from a hotel in Brazil.
