I think the way to solve this problem is looking at it a different way. Instead of setting a Monster lvl limit, it should be a Player Level Limit. I mentioned this idea after someone else proposed something similar.
Allow the unlocking of slots at certain levels. A few monsters only for the first 250 levels (5 or so). And after that more monsters (100+, or something like that). That way the player needs to invest too much time lvling a new character for just a few monsters. Making it not worth it. But players who only have 1 character would have no problem.
