I like the change to see higher PL monsters based on difficulty, but it doesn't do much as you level up or after a certain point.

So lets increase the minimum power level seen at higher difficulty, and have it scale with player level! And on IWBTH, get rid of the whole once every ten rounds rule!

TBH it has been quite OP for high PL monsters to both get more appearance and high-tier gifts.

Prince: My condolences. My level 219 monster got seven battles won one day, though it is usually less. Still, this is the downside of making a monster so dangerous that nobody wants to meet her....Er, not really tbh.
