Still, I actually agree with you, thus my suggestion was mostly to introduce it as a new skill, as you mentioned making some.
Spelunker is good enough of a name as any for the new skill, seeing as how it's not being used anymore. Heck, in ye old days I never trained spelunker anyways because I leveled faster in IW than I could up my equipment, thus fell back to a strategy of buy new equipment suited for my new levels(or hope for good drops) rather than improve my equipment. Today, I'm almost constantly doing IW, hoping to get my elemental weapon to doing void damage. (IMG:[

I wouldn't presume to suggest pricing. I suppose it doesn't matter much whether it's 1% increase a level, 5, 10%, and whether the max bonus ends up being 2-3x the gain over original.
Personally, to go with all the other things, I'd suggest 300% max experience boost, increments not mattering much.

I figure Tenboro wouldn't go for something that makes leveling equipment that much easier. With my idea you still have to complete the whole IW like anybody else, your item just gets more EXP from you doing it.

That and Hath, for whatever reason, is considered a 'premium' currency and those with it get a bit more treatment in it's granting.
