in a word, my opinion is

because
there are not a effective way to avoid the 3 type of avoidance of mosters
there are only some monsters have high avoidance

so the difficulty of HV is depend by
what monsters you are face to
how many times the mosters avoid you attack/debuff (you said skills can not be avoid? that's melee's business, and I think that is hard to accumulate enough OC)

that's what I am complain, HV is not a poker game.

I hope heartfeltly that next vision can improve those questions, that's all.

Huh? Humanoids are 100% pussies on any difficulty, with any (good) strategy. Even PL1215 ones.
