Actually, that should be fairly easy to implement depending on how comments are stored. If they can be grabbed from a single query for a specific user, that shouldn't be a big deal - how to display the complete list of comments (with the text, so that you know what to fix and where) without blowing things up for users who tend to comment all over the place (not meant to be offensive, many are helpful - though too many of them will eventually lead to the reviewing user not being able to get upvoted by people able to discern helpful comments from 4chan-style shit - if you don't get upvoted anymore while providing infos and sources, you probably are commenting
too often).
The current abuse prevention system for upvotes/downvotes (blocks reviewing toplist abuse + hatewars) is fine as it is, as I can't really think of any approach that would let users upvote helpful information if it just happens to be the same person every time - but that's offtopic.
